Excellence in Care (EiC) is Scotland’s national care assurance programme based within Health Improvement Scotland (HIS).
Commissioned by the Scottish Government in response to the Vale of Leven Hospital Inquiry (2015), Excellence in Care aims to improve, integrate and coordinate the way quality care services are delivered.
Every board in Scotland has an EiC Lead and a Digital Lead to support and drive this work locally.

The Care Assurance and Improvement Resource (CAIR) is a central data repository and data visualisation dashboard produced by Public Health Scotland (PHS). The dashboard was created to support staff to make improvements based on the quality indicators and will inform quality of care reviews at national and local level.

The Excellence in Care framework and approach seeks to drive the development of a culture that will allow excellence to flourish. The framework builds upon the findings in the Vale of Leven inquiry report covering nine key areas: culture; leadership; governance; safety; sustainability; effectiveness; person centred; workforce and quality improvement. Within these nine areas will sit a number of measures that are integrated across a number of programmes but, that are sensitive enough to provide assurance from ward or service area to Board.

Quality of care review – Healthcare Improvement Scotland
The guidance provides a “Once for Scotland” approach to quality of care reviews and care assurance visits. This helps to support care assurance processes at a local level. Care assurance processes are a priority as they improve experiences and outcomes for patients, families and the workforce.

The LEiC Education and Development Framework is to support the implementation of Excellence in Care into practice by providing guidance for the education and development of nursing, midwifery and allied health professions (NMAHP) leaders.

Well-designed records and record-keeping systems support the delivery of person centred care and enable effective communication between health and social care professionals and people in receipt of care.
We are working alongside national partners and NHS boards to establish processes that allow the measurement, assurance and improvement of the quality of care provided by nursing and midwifery staff.
