Privacy Notice

This Privacy Notice explains how we use the information that we collect about you.

Fife Council uses the information provided by you within your licence application form for Licences relating to taxis and private hire cars and other applications under the Civic Government (Scotland) Act 1982, the Theatres Act 1968 and the Cinemas Act 1985 in order to process your application and decide whether your licence application is granted.

The personal information we gather depends on the type of licence applied for.  The licence application forms all request your name, address, contact details and date of birth.  Some of our licence applications also require information on criminal convictions. We may require medical information to be provided in relation to applications for taxi and private hire car drivers licences.  We also require documentation to evidence your identity and certificates of insurance.

It is inevitable as part of the licence application process that you will provide us with details of third parties such as persons responsible for the day to day management of premise and the directors of a company and partners in a partnership . We require their personal information (name, address, contact details and date of birth) in order to process the application and determine whether an application will be granted.

We have statutory functions to carry out licensing and we process these application forms in terms of the Civic Government (Scotland) Act 1982, the Theatres Act 1968 and the Cinemas Act 1968.

For some applications, we also request identity documentation (including original documents) in order to fulfil a legal obligation placed upon us by the Immigration Act 2016.

In the event that we did not request and use this information then it would not be possible to carry out our statutory functions and determine your licence application.

We keep a Public Register of Licence Applications as we are under a legal obligation to do so.  We only make available the minimum amount of personal information as set out in the Civic Government (Scotland) Act 1982, the Theatres Act 1968 and the Cinemas Act 1968

We share your application with Police Scotland, the Scottish Fire and Rescue Service and other Council departments. We pass medical information supplied for taxi/private hire car applications to a medical provider in order to meet our legal obligations. Our suppliers who host and manage our systems also have access to your personal information to enable them to provide technological support to us when required.

We will also use the information to send you updates on new legislation and policy changes.



The Council will not keep your information for longer than is necessary. In some instances the law sets the length of time information has to be kept. The Council has a retention schedule which sets out how long we hold different types of information. This can be found here.

Taxi Car Licence

You need to have a licence from Fife Council if you wish to use a vehicle as a licensed Taxi.

A licensed Taxi can accept
  • pre- booked hires (usually by telephone)
  • hires from a Taxi rank
  • hires that have been “hailed” in the street

A taxi car licence is not required for a vehicle while it is being used 
  • in connection with a funeral or wedding
  • for carrying passengers under a contract for its exclusive hire for a period of not less than 24 hours

Apply for a taxi car licence

Private Hire Car Licence

You need to have a licence from Fife Council if you wish to use a vehicle as a Private Hire Car.
A Private Hire Car can only accept pre-booked hires (usually by telephone).

A Private Hire Car licence is not required for a vehicle while it is being used
  • in connection with a funeral or wedding
  • for carrying passengers under a contract for its exclusive hire for a period of not less than 24 hours

Apply for a Private Hire Car Licence

Taxi and Private Hire Car Driver Licence

To work as a Taxi / Private Hire Car driver in Fife, either employed or self-employed, you need a licence from Fife Council.

A Taxi / Private Hire Car Drivers licence allows you to drive a Taxi or Private Hire Car. 

If you wish to operate a vehicle as a Taxi or Private Hire Car a separate licence known as a Taxi Car Licence or a Private Hire Car Licence will be required in addition to this drivers licence.

Medical Information

The Council has to be satisfied that you are medically fit to hold a taxi/private hire car driver’s licence so please look at the Medical Information and Guidance document.

Taxi / Private Hire Car Booking Office Licence

A Booking Office licence is required for the use of premises for the carrying on of a business which consists to any extent of the taking bookings, by means of communication, from members of the public for the hire of a vehicle which is a licensed taxi or private hire car.  Premises are exempt from a Booking Office Licence if the number of vehicles in respect of which bookings are taken does not exceed 3 at any time.
